Salary $66,115.00 - $84,433.00 Annually Location City Hall 300 Monroe NW GR MI, MI Job Type Permanent Department Parking Job Number 552-0521 Closing 7/15/2021 11:59 PM Eastern This is a supervisory position that oversees and conducts transportation planning and management of programs related to the Citys initiatives for new and/or improved mobility systems. The position is responsible for policy development, long-range planning efforts, and implementing innovative mobility pilots with an emphasis on equity and sustainability. In conducting this work, the position shall utilize modern data analytics and performance management tools to maximize program efficiency
**ESSENTIAL DUTIES & RESPONSIBILITIES**
*The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.*
* Prepares and/or supervises the preparation of master plan amendments, area-specific plans, zoning ordinance amendments and other code revisions, including requests for proposals.
* Analyzes and recommends solutions to specific transportation planning and demand issues dictated by community needs, including the gathering, analyzing and reporting on pertinent data, policies, and ordinances.
* Managing consultant contracts associated with assigned transportation planning, policy studies, and transportation systems.
* Develops work programs and methodologies and establishes project schedules.
* Establishes implementation strategies and work products that advance community goals.
* Supports plan review activities as needed in the development review approval process.
* Manages and participates in technically complex, difficult and sensitive interdisciplinary transportation projects; develops work plans, schedules and budgets; coordinates, assigns and reviews work products; monitors progress of projects.
* Analyzes transportation systems and policies; identifies problems and potential solutions; evaluates alternatives; recommends policies, plans and projects; prepares reports of findings; and ensures implementation of proposed solutions.
* Recommends and implements measures to mitigate the impacts of transportation/construction plans on the City's transportation system.
* Supervises and trains staff and/or serves as a technical expert for complex transportation studies; provides technical and policy guidance to staff and/or to department personnel, other departments and agencies.
* Prepares, negotiates and monitors conformance with inter-agency agreements for transportation.
* Coordinates review of transportation policy development with governmental agencies; reviews policies, plans and regulations of other jurisdictions to assure consistency with City policies; organizes and serves on multi-agency technical review committees; serves as an interagency coordinator and representative for the department.
* Briefs and delivers formal presentations to the public, government agencies and elected officials.
* Responds to citizen inquiries by explaining policies and/or investigating issues.
* Participates in consultant selection process; negotiates scope of work; monitors conformance to contracts; reviews and approves work products and approves payments to consultants.
* Performs transportation analysis related to outcome targets.

* Graduation from an accredited education institution with a bachelors degree in transportation planning, traffic, engineering, urban planning and/or other related field
* Five (5) years of supervisory experience related to transportation or mobility planning or equivalent is required
* Multi-modal experience related to planning, design, construction, and measurement
* Experience with the application of LEAN/A3/Business process efficiency tools
* Customer service experience
**Licenses or Certifications**
* Certification by the American Institute of Certified Planners (AICP) preferred
