ObjectiveThe Preconstruction Manager is responsible for planning, organizing, and managing the preconstruction phase of construction projects. This includes tasks such as estimating costs, preparing budgets, and developing schedules.Regular Job DutiesReviewing project plans and specifications to determine project feasibility such as project site constraints, land, existing facilities, and proposed technologies, treatment considerations, and water resource data to maximize project value.Compile conceptual estimates, including project benchmarks and other detailsCoordinate with the estimating team to develop cost estimates and budgets for projectsDevelop, distribute and evaluate submissions on Requests for Proposals (RFPs) to subcontractors and suppliersDeveloping procurement, risk and project management plansCoordinating with architects, engineers, and other design professionals to refine project plansIdentifying and negotiating with subcontractors and suppliersDeveloping schedules and timelines for project completionReviewing and negotiating contracts with clientsManaging the bidding process for subcontractorsProviding regular updates to clients and team members on project progressIdentifying and addressing potential problems or issues that may arise during the preconstruction phasePlan and lead the preconstruction strategy meeting on the approach to the project or estimateAssure that potential risk factors have been evaluated and reviewed with senior managementDevelop and negotiate Guaranteed Maximum Price Proposals with Clients, Owner's Advisors and EngineersSupervise supporting staff (i.e. project managers, project engineers, schedulers, etc.) during the preconstruction phase of projectsQualificationsPreferably should have a bachelor's degree in construction management or a related fieldSeveral years of experience in the construction industry. At least 5+ years in Water/WastewaterShould have strong communication, organization, and problem-solving skills, as well as the ability to work under tight deadlinesProficient with Microsoft Office Suite including Excel, Word, and PowerPoint. Microsoft Project experience is a plusPreferably have scheduling experience with Primavera P6Strong leadership, interpersonal, prioritization, and time management skills.
