Description The Ideal Candidate:
The City of El Segundo is seeking a Revenue Inspector who is transparent and holds the highest ethical standards to coordinate and facilitate the license and tax revenue inspection and collection operations of the City; and review, audit, and conduct on-site inspections for the City's businesses. The successful candidate will be detail oriented and possess excellent customer service and communication skills.

Under general supervision, reviews, audits, and conducts on-site inspections of city businesses for compliance with current municipal, state and federal business licensing, tax, permit and code requirements; performs as liaison between the city and business owners and representatives; and performs other related duties as necessary.

9/80 Work Schedule: Full-time employees work in person only 80 hours in 9 days and receive every other Friday off. City Hall hours are 7:00 a.m. to 5:00 p.m. Monday through Thursday and 7:00 a.m. to 4:00 p.m. on Friday.

Essential Job Functions

The Revenue Inspector reports directly to and receives direction from the Treasury & Customer Services Manager. This is a single-position, out in the field work, journey-level class is primarily assigned the responsibility to coordinate and facilitate the license and tax revenue inspection and collection operations of the City.

The Revenue Inspector classification is distinguished from the classification of License Permit Specialist II in that an incumbent is not primarily responsible for accounting clerical work. The Revenue Inspector is distinguished from the classification of Treasury & Customer Services Manager in that the incumbent is not responsible for a major accounting function or supervision of a division. Although the position is not formally recognized as supervisory, assignments require significant interaction with department directors, managers and technical staff, business community leaders and proprietors, and strong interpersonal, customer service and communication skills.

Characteristic Duties and Responsibilities:

Position in this classification typically perform a full range of duties of complexity represented by the following types of responsibilities:
Audits tax, personnel, operational, financial, and licensing records of commercial, retail, industrial and seasonal establishments on-site and/or in-house; Performs on-site collection and/or follow-up inspections of delinquent accounts and related revenues due the City, including issuing permits, warnings, citations, stop work orders, and/or Notices of Intent to Prosecute; Makes payment arrangements with businesses for compliance with city ordinances; Coordinates and collaborates with all other City departments, especially Community, Economic and Development Services, Police and Fire and outside agencies involved in the regulation, licensing, taxation, permit and fee requirements of business collection, compliance, and enforcement; May represent City and provide testimony in court; Responds to inquiries and resolves disputes from public, business owners and/or representatives, and others regarding licensing and permit requirements, procedures and policies; Obtains evidence, prepares written reports and maintains accurate business license compliance records and logs; Prepares other related written materials; Reviews and recommends tax and permit ordinance changes, modification and/or deletions; Maintains a current and thorough working knowledge of all applicable City, State and Federal laws and procedures regarding municipal revenue sources, including business taxation; Prepares reports and develops methods, procedures and policies pertaining to the performance of job assignments including maintaining related logs, files, and other record keeping requirements; and Promotes City customer service standards while in the performance of job duties and operates city-owned vehicle in a safe manner. Qualifications Knowledge, Skills and Other Characteristics:

To perform this job successfully, and individual must be able to perform each essential function. The requirements listed below are representative of knowledge, skill, and/or ability required.

Knowledge of: Various types of organizations, purposes, and operations of business enterprise, basic business law, municipal tax, business license and related revenue processing and control, revenue collection administration; and building inspection, codes, and zoning; Record keeping principles and practices, modern public relations and practices; and Modern investigative methods, techniques, practices, and legislation. Ability to: Interpret and apply city, state, and federal codes, laws and ordinances related to municipal revenue codes and taxation sections; Exercise good independent judgement in applying ordinances, policies and regulations in wide range of situations; Communicating effectively both orally and in writing; Constructively manage conflict and develop effective resolutions; Analyze data and prepare written and verbal reports; Utilize data processing and financial spreadsheet applications; Accurately access the needs and application of data processing relating to license and permit fee revenue processing and control; Work in difficult and/or stressful conditions while maintaining tact, diplomacy, and courtesy; Maintain accurate and thorough records; Respond to inquiries and complaints in a timely, courteous and accurate manner; and Establish and maintain cooperative working relationships with other employees, supervisors, elected officials, outside agencies, and business community members. Working Conditions:
Typical office environment. Exposure to various environmental conditions during field inspection and enforcement activities.

Minimum Qualifications:

A combination of experience and education that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A high school diploma/GED equivalent, 90 semester units (or quarter equivalent) of college-level course work with a minimum of 24 units in Accounting, Business Administration, Economics, Public Administration, or related field.

Experience: Three (3) years experience in revenue collections such as business licenses, internal audits, or utility revenues, municipal experience preferred. Municipal experience desirable.

Licensing/Certification Requirements: Possession of, or the ability to obtain, a valid Class C California Driver's License and a satisfactory driving record.

Probationary Period:
All employees must successfully complete a 12-month probationary period in order to attain permanent status with the City of El Segundo.

CITY EMPLOYEES ASSOCIATION (CEA) Benefit Summary - Effective 5/17/2019

PERS Retirement: Tier I-2%@55. Tier II-2%@60 for individuals employed by the City on or after 12/30/12 who are already PERS members. Tier I and II members single highest year coordinated with Social Security and Medicare. Employee required contribution is 8% of pensionable income. PERS 2%@62 for new employees/members hired on or after 1/1/13 have three year average coordinated with Social Security and Medicare and payment of 50% of normal cost (6.75%).

Social Security: The City matches employee's Social Security contribution, which is 6.2% of your salary and is made on a pre-tax basis. The 2023 Social Security income cap is $160,200.

Retiree Medical: City offers paid retiree medical insurance at same rate as active employees.

Medical Insurance: $1,600 per month for employee and dependents' medical insurance under PERS.

Educational Incentive: Up to $334.21 for B.A. if job doesn't require it. Must be approved by Department Head. Future employees hired on or after May 10, 2017 not eligible.

Optical/Dental/Life/AD&D: $135 per month City contribution. Employee & eligible dependents may be covered for optical and dental. $30,000 term life policy provided by City; employee can purchase additional self and dependent coverage at group rates. AD&D insurance policies provided for employees.

Flex Plan: Section 125 Plan, allows for payment of employee-paid insurance, medical treatment, and dependent care expenses with pre-tax dollars.

State Disability Insurance: Coverage provided through State Employment Development Department for short-term disability. Costs borne by union employees.

Long-Term Disability: City provides fully-paid LTD insurance. Continuance of 66 2/3% of first $9750 of employee's salary after a 60-day waiting period. Applies to non-job related occurrences.

Work Schedule: 9/80 with alternating Fridays off.

Holidays: 11 fixed paid holidays plus 1 day of personal leave/floating holiday per year.

Vacation Leave: 96 hours (1-5 years); 120 hours (6 - 10 years); 144 hours (11 - 15 years): 176 hours (16+ years). Leave can be used after 6 months of service. Annual cash conversion option.

Sick Leave: 8 hours per month. 100% payment for accrual over 600 hours and percentage of unused leave paid upon retirement or separation.

Bereavement Leave: Three (3) working days (one workweek where travel is 500 miles or more) for qualifying incident.

Tuition Reimbursement: Up to $1,750 per year for tuition and books.

Longevity Pay: Up to $66.84/mo for 5 yrs of service; Up to $133.68 for 10 yrs of service; Up to $200.53/mo for 15 yrs of service. Future employees hired on or after May 10, 2017 not eligible.

Uniform Allowance: Dollar amount varies for specific classes.

Other: Voluntary participation in Credit Union; Long-Term Care (premiums paid by employee); Mission Sqaure 457 Deferred Compensation Program; Payroll Direct Deposit.
